Guwahati, April 17: In a meaningful step toward inclusive development, Arunachal Pradesh Women and Child Development Minister Dasanglu Pul on Thursday announced that the state government is actively considering launching an annual calendar event dedicated to children with special needs.
The announcement was made during the annual function of the April Blossom Foundation – Special School & Early Intervention Centre held at its campus in Lekhi Village, where Minister Pul served as the chief guest. The event drew participation from students, parents, educators, caregivers, and community leaders, including Itanagar MLA Techi Kaso, who attended as the guest of honour.
Pul stated that the proposed state-level initiative, backed by Chief Minister Pema Khandu, aims to not only celebrate the unique talents and journeys of differently-abled children, but also shine a spotlight on their rights, needs, and the policies required to support them.

“This won’t just be a celebration. It will be a platform to raise awareness, influence policymaking, and build a more compassionate and inclusive society,” said Pul. “We hope to institutionalise this event soon as part of our commitment to every child’s dignity and potential.”
Delivering a heartfelt message to parents and families of children with special needs, the minister said, “Don’t give up on your children. With love, support, and early intervention, they can grow beyond limits. Their challenges don’t define them—your belief in them does.”
She emphasized the critical importance of early diagnosis, emotional support, and inclusive education in giving every child a fair chance at success.
Minister Pul praised the efforts of April Blossom Foundation, calling it a model institution that blends compassion with specialized care. “This centre is doing more than teaching—it is healing hearts and shaping futures,” she said.

MLA Techi Kaso, in his address, lauded the dedication of the Foundation’s educators, therapists, and caregivers. He stressed the need for stronger collaboration between the government, civil society, and families to ensure a supportive ecosystem for children with disabilities.
“We must build bridges—not barriers—for these children. Every agency, department, and household has a role to play,” said Kaso.
Founded with a mission to provide early intervention and tailored education, the April Blossom Foundation, led by Chairperson Binde Jini, currently supports around 30 children with developmental and physical challenges. The centre has become a vital part of Arunachal Pradesh’s special education landscape, offering hope and structure to families across the region.
The event ended on a celebratory note, with cultural performances by the students and heartfelt interactions between children and dignitaries, reinforcing the message that inclusion is not charity—it is a right.
