Meghalaya, Telangana sign deal on governance, human development

Shillong, Nov 24: A tripartite agreement between Meghalaya and Telangana have formalised a state-to-state knowledge partnership to bring innovation in governance and enhance human development outcomes.

Three signatories of the memorandum of understanding (MoU) are – Meghalaya’s State Capability Enhancement Project – Government Innovation Lab (SCEP–GIL), Telangana’s Society for Elimination of Rural Poverty (SERP) and Department of Women Development & Child Welfare, Government of Telangana.

The pact was signed in presence of Telangana Governor Jishnu Dev Varma during the Telangana–NorthEast Connect Festival in Hyderabad.

The festival served as a techno-cultural bridge between Telangana and the eight Northeastern states, with events spanning cinema, sports, literature, arts and policy dialogues.

The three partners will now prepare a joint work plan for structured learning exchanges across state, district, block and cluster levels.

A key feature of the collaboration is an Annual Human Development Exchange, aimed at sharing field-tested community-led innovations, strengthening citizen–state relations and improving outcomes for the most vulnerable families.

A special panel titled “Empowerment for Social Transformation – Economic Empowerment and Livelihoods for Women” brought together Padma Shri awardees, women leaders, senior government officials including Meghalaya Development Commissioner Dr Sampath Kumar, and SERP CEO Divya Devarajan. Speakers underscored the transformative role of women’s collectives and state-supported community institutions in inclusive growth and social change.
