Guwahati, Feb 17: Assam Governor Lakshman Prasad Acharya reaffirmed the BJP-led government’s commitment to steering the state towards harmony, progress, and prosperity with the trust and confidence of the people.
Addressing the first day of the Budget Session of the Assam Legislative Assembly in Kokrajhar, Acharya emphasized that the discussions and decisions made in this session would lay a strong foundation for transforming Assam into a modern, inclusive, and forward-looking state.

“Today, our government is working to restore Assam’s lost glory and build a future that honours its past. Assam is now connected to the rest of the country and the world with renewed pride and purpose. Through strong infrastructure, industrial expansion, and emerging opportunities, we are ensuring that every citizen benefits from this growth,” Acharya said.
The Governor highlighted Assam’s steady economic trajectory, boasting a 12.6% Compound Annual Growth Rate (CAGR) over the past decade. He pointed to a 25% increase in tax revenue in 2022-23 and a further 15% rise in 2023-24, reinforcing the state’s financial strength. To ensure sustained economic progress, the government has launched a first-of-its-kind District Domestic Product (DDP) estimation initiative, enabling a bottom-up approach to economic planning. The results of this comprehensive study are expected by the fourth quarter of 2025-26.
Assam’s commitment to Sustainable Development Goals (SDGs) has also received national recognition, with the state achieving 100% success in Goal 7 (Clean Energy) and being acknowledged as a “Front Runner” in the SDG India Index.

“Assam is rapidly emerging as a significant player in India’s semiconductor industry. The ₹27,000 crore Tata ATMP (Assembly, Test, Marking, and Packaging) Plant in Jagiroad, a landmark Make in India investment, is progressing at full speed with 1,444 workers and 91 heavy machines on-site. Production is set to begin in December 2025, with an initial output of 1.2 crore chips per day at one-fourth of its total capacity. Once fully operational, the facility will generate 12,000 direct and over 25,000 indirect jobs, driving Assam into a new era of technological and industrial growth,” he said.
“Additionally, Assam’s industrial landscape is expanding with an ultra-modern fertilizer plant under Brahmaputra Valley Fertilizer Corporation Limited (BVFCL). Announced in the Union Budget 2024-25, the new facility will boost urea production to 12.7 lakh tonnes annually, significantly reducing reliance on imports and enhancing India’s agricultural self-sufficiency,” he also said.
He said the Assam government is set to host the Assam Infrastructure and Investment Summit 2025 – Advantage Assam 2.0 on February 25-26 in Guwahati. This global summit aims to attract investment in electronics, semiconductors, renewables, aerospace, petrochemicals, and MSMEs.
“Advantage Assam 2.0 will showcase the state’s investment potential in bamboo, sustainable harvesting, fragrance and flavour industries, MSMEs, and farmer-producer organizations. With progressive policies, strategic location, and an investor-friendly ecosystem, Assam is poised to drive India’s next wave of industrial transformation,” the Governor noted.
He further said to commemorate 200 years of Assam’s tea industry, a grand Jhumoir performance will be held at Sarusajai Stadium on February 24, 2025, featuring 8,000 dancers from the tea garden and Adivasi communities. The historic event will be attended by Prime Minister Narendra Modi, foreign ambassadors, and global industry leaders, placing Assam’s cultural heritage on the world stage.
The government has undertaken a massive expansion of medical infrastructure, making medical colleges functional in North Lakhimpur, Dhubri, Nagaon, Nalbari, and Kokrajhar, while Tinsukia Medical College & Hospital has already been inaugurated.
To ensure balanced regional growth, the government has declared Dibrugarh as Assam’s second capital. The Chief Minister’s Office is already functioning there, overseeing nine Upper Assam districts. Plans are underway to develop infrastructure for select Assam Assembly sessions to be held in Dibrugarh, including MLA hostels, ministerial offices, and residential facilities for senior officials and ministers.
Governor Acharya emphasized that this initiative will bring governance closer to the people and establish Dibrugarh as a key administrative and economic hub for Upper Assam.
Concluding his address, the Governor reaffirmed Assam’s commitment to inclusive development, industrial expansion, and cultural preservation. With a combination of progressive policies, strategic investments, and infrastructural advancements, Assam is poised to become a leading economic powerhouse in India.
“With a modern vision and deep respect for our traditions, we are building an Assam that ensures dignity and prosperity for all. The state’s rapid progress across sectors will continue to drive growth, making Assam a model for sustainable and inclusive development,” Acharya added.
