Guwahati, Feb 23: In a major push for industrial and infrastructure development, the Assam Cabinet has given the green light for 244 Memorandums of Understanding (MoUs) worth Rs 1.44 lakh crore ahead of the Advantage Assam 2.0 summit, scheduled for February 25 and 26 in Guwahati.
Chief Minister Himanta Biswa Sarma, addressing the media, stated that the cabinet carefully reviewed all investment proposals and approved MoUs totaling Rs 1.44 lakh crore while rejecting proposals amounting to Rs 35,000 crore. He hinted that the investment figure might increase as the event unfolds. These MoUs, he clarified, will be exclusively signed with private entities, with no agreements in the piggery sector.

“We are not signing MoUs with big corporate houses like Ambani and Adani as they will make their investment announcements separately,” Sarma said. Additionally, the Union government is expected to make major infrastructure investment announcements during the event.
The summit will also witness MoUs for non-financial collaborations in skill development, particularly with Japan and Singapore. Furthermore, at the district level, 2,590 MoUs will be signed for investments ranging from Rs 5 lakh to Rs 50 crore, amounting to Rs 15,911 crore. These agreements will be finalized at the respective District Commissioner (DC) offices.
Apart from investment deals, the cabinet has approved the introducing the Dynamic Assured Career Progression (DACP) Scheme, 2025, aimed at retaining medical professionals in Assam’s medical colleges. Under this scheme, doctors serving as faculty members will receive financial benefits, including government-backed loan assistance for vehicles, state-funded participation in national and international seminars, and salary upgrades to match AIIMS standards.

“To enhance their academic expertise, faculty members will be sponsored for two national seminars annually. Additionally, they will be permitted to attend Asian seminars every two years and seminars in the US or UK every three years at the state’s expense,” Sarma said, emphasizing the initiative’s role in preventing brain drain from Assam.
The Assam Cabinet also unveiled the Textile and Apparel Policy, Assam 2025, designed to attract investments by facilitating easy access to raw materials and manpower. In a move to foster biotechnology development, the state has also modified its Biotechnology Policy to align with the BioE3 policy.
Among other key decisions, the cabinet extended the tenure of the 6th Assam Finance Commission until March 31, 2026. It also sanctioned Rs 55.45 crore for urban infrastructure development in Tier 2 and Tier 3 cities. Additionally, to tackle traffic congestion in Dibrugarh, the government has approved the construction of a flyover at Amolapatty Junction on NH-37 at a cost of Rs 157 crore.
With Advantage Assam 2.0 set to attract major investments, the state is positioning itself as a hub for industrial growth and infrastructure development.
