Shillong, May 27: The state education department has credited revamped exam patterns and CM Impact guidebooks – key reforms aimed at simplifying learning and improving outcomes – for the record 96% SSLC pass rates.

Aligning the SSLC question papers with CBSE and ICSE standards has significantly improved student performance, commissioner and secretary in-charge Education department, Vijay Kumar Mantri, said on Tuesday.

“Earlier, our papers were long and complex — some ran over 20 pages. Now, with 25–35 MCQs and simplified formats, results have jumped. We’re now on par with CBSE, ICSE pass rates,” he said.

Highlighting the success of CM Impact guidebooks, particularly in rural areas, the official said, “These Q&A-style booklets have helped students revise effectively and perform better, especially where no other notes are available.”

Meanwhile, the state’s literacy rate has crossed 94%, placing Meghalaya among the top five in the country. “This isn’t just about pass percentages, it’s about reading, writing, and comprehension,” Mantri said.

Efforts under Sarva Shiksha Abhiyan are also helping bring out-of-school children and adults back into the learning fold.

The department is also rolling out guidebooks for teachers across Classes 1 to 10 to enhance pedagogy. “We’re focusing on methodology, real-life examples, and games to make teaching more effective,” Mantri noted.

Programmes such as the one-month Meghalaya Class Studies and Learning Enhancement Programme aim to close learning gaps and support educators.

While reforms are showing results, infrastructure remains a concern. “Over Rs 2,400 crore of our budget goes to salaries, leaving little for development. Heavy rains also take a toll,” he said.

To address this, 65 schools are being upgraded under the ADB scheme, and more will be covered in the next phase of Mission Education.
