Shillong, July 24: In a significant move towards improving planning and accountability in school-level education, the state government on Friday launched the Meghalaya School Performance Grading Index (MSPGI) 2025-26.
The new school-level assessment framework using certified UDISE+ 2025-26 data evaluates all 11,443 recognised schools across in 12 districts of Meghalaya.
Spread across five domains — Accessibility, Digital Education, Infrastructure Facilities, NEP Activities, and Quality Parameters — the assessment is based on 43 indicators with a maximum composite score of 1,000 points.
Under the framework, every school will receive an individual School Report Card detailing its score, performance grade and ranking position.
Education Minister Lahkmen Rymbui while releasing the MSPGI said it was conceived not as a ranking exercise but as a diagnostic and planning tool.
“The purpose is to help schools understand their institutional strengths and the areas that require attention. It creates a common, transparent language for School Heads, teachers, School Management Committees, Block and District authorities and State-level planners to have constructive discussions on school readiness and to direct support where it is most needed,” he said.
According to Education department, scores are generated from UDISE+ data that is filled, finalised and certified by schools themselves to ensure the assessment rests on authenticated information.
Binary indicators are given full weightage for compliance and zero otherwise, while percentage-based indicators are scored proportionately.
Where an indicator does not apply to a particular school category, its weight is redistributed proportionately among applicable indicators to ensure fairness across school types.
Schools are placed into one of 17 performance grades, ranging from Utkarsh (Outstanding) at the top to Akanshi-10 (Intensive Support) for schools requiring the most intervention.
The grading allows schools to be assessed against absolute standards rather than only in comparison to each other.
Aligned with national PGI, the MSPGI has been modelled on the Performance Grading Index administered by the Ministry of Education, Government of India.
While the national PGI assesses States and UTs, the MSPGI extends the same principle to individual schools.
The department noted that Meghalaya’s State-level PGI score has already improved from 401.62 in 2022-23 to 525.71 in 2025-26, moving the state from the Akanshi-3 category to Akanshi-1 — the first time it has moved out of the lowest performance band under PGI 2.0.
Officials said improvements recorded at the school level under MSPGI in areas such as infrastructure, digital readiness and NEP-aligned activities will directly feed into the state’s future national PGI performance.
The department has urged all schools to use their Report Cards as the starting point for an improvement cycle — review results, discuss with teachers and SMCs, identify priority gaps, plan actions, and seek support from Block and District authorities where needed.
Schools recording higher grades have been encouraged to serve as reference institutions for peer learning. District and Block authorities have been asked to use consolidated results to identify schools and areas requiring facilitation or administrative support.
The department clarified that MSPGI complements existing academic inspections and classroom observations and should not be read as a stand-alone measure of student learning outcomes.
Reiterating the government’s commitment to evidence-based planning, Rymbui expressed confidence that the MSPGI, used alongside ongoing academic and administrative processes, will help schools progressively meet institutional standards and further strengthen Meghalaya’s performance under the national PGI in the years ahead.
