Shillong, Dec 10: In a major step towards providing job security, the state government has approved regularisation of services of over 221 bonded nurses and paramedics, who were appointed between 2008 and 2012.
The cabinet has decided to recognise the appointments made during that period after holding discussions with Health department and the bonded nurses, said Chief Minister Conrad K Sangma after a cabinet meeting on Tuesday.
Acknowledging that due procedures were followed in appointments made during that period, “We have decided to confirm those appointments and recognised them.”
He explained that there will not be any fresh recruitment for these posts after the cabinet approval to the appointments made during the period, purely for bonded nurses and bonded paramedics.
He further clarified that ad hoc employees are those appointed against sanctioned posts, but without following normal recruitment process.
The government had earlier decided to advertise posts of ad hoc employees appointed after 2007 to ensure fairness and transparency.
However, the Chief Minister said, the case of bonded nurses and paramedics was different.
The selection for jobs in case of bonded nurses was made while they went for education.
“The selection was done and based on that a bond was signed and based on that appointments were given,” he said.
He emphasised that the bonded nurses and paramedics had undergone a selection process and had signed a bond, which was a legal agreement.
Pointing out that the system of signing bond was abolished by 2013, he said, “We took a conscious decision that since bonds and appointments were made, we will recognise those appointments and we will allow them to continue to work.”
