Shillong, Aug 29: Laban Mawprem MDC Ricky Shullai has opposed the alleged government decision to directly implement schemes under 15th Finance Commission through the Shillong Municipal Board (SMB), bypassing the Khasi Hills Autonomous District Council (KHADC).
Urging the intervention of KHADC chief S Rynjah in the matter, the MDC said the SMB invited bids from contractors through tender notice issued August 27 for various works falling under Council constituencies such as Jaiaw-Mawprem, Mawkhar-Pynthorumkhrah, Laban-Mawprem, and Laitumkhrah-Malki.
Speaking to reporters, he said this has undermined the authority of the KHADC and weakened the role of members of district council (MDCs).
He said schemes meant for district council constituencies have traditionally been implemented through the KHADC in coordination with the respective MDCs.
Shullai argued that the government’s action undermines the powers of the KHADC, which derives its authority from the Sixth Schedule of the Constitution of India.
The MDC expressed concern that this move sets a dangerous precedent, allowing schemes meant for the people of the district to be diverted or implemented by outside agencies without involving the Council.
“As the elected MDC of 15 Laban Mawprem constituency, I strongly object to this development. I have formally taken up the matter with the Chief Executive Member (CEM) of KHADC to demand immediate intervention and clarification from the government,” Shullai said.
“I assure the people of my constituency and the wider public that I will continue to defend the powers and relevance of our District Council and ensure that schemes meant for our people are not hijacked or diverted,” he added.
