Shillong, Feb 12: In a first for the state, Meghalaya Chief Minister Conrad K Sangma has opened up the budget process to the public, holding Meghalaya’s first ever pre-budget consultation with stakeholders on Wednesday, giving citizens the opportunity to voice their opinions on tax generation and spending.
The chief minister has strongly advocated for this citizen-driven process and believes this public input could be a “game changer” in shaping the final budget for the state.
Delivering the keynote address, Chief Minister Sangma emphasized the importance of citizen engagement in shaping the state’s financial policies. “This budget is for the farmers, entrepreneurs, and all stakeholders. While we may not incorporate every suggestion immediately, public input could be a game-changer as we move forward.”
The initiative, hailed as a “pro-people” and “revolutionary” step by participants, marks a significant shift toward participatory governance. An elderly attendee expressed his surprise, stating, “We never imagined the government would involve the public in budget preparation. For the first time, we are understanding how funds are allocated and programs are implemented.”

Economic Growth and Revenue Surge
Highlighting Meghalaya’s economic progress, the Chief Minister credited improved fund utilization for the state’s robust growth. “Funds are available in Delhi, but our ability to absorb and implement them efficiently is key. We are actively engaging with the Government of India to secure funding for our welfare and development initiatives,” he said.
Meghalaya’s growth rate of 16.2%, surpassing the national average, reflects this progress. The Chief Minister also noted a significant increase in tax collection, which has doubled in six years—from ₹1,450 crore to ₹3,217 crore. Excise revenue alone surged from ₹199 crore in 2018 to ₹458 crore in the last fiscal, with expectations of crossing ₹500 crore this year.
These achievements are the result of policy reforms and technology-driven monitoring systems that have curbed revenue leakages.

Urban Development and Education Reforms
Addressing urban challenges, the Chief Minister stressed the need for planned expansion to decongest Shillong. “We must develop new administrative hubs and knowledge cities as growth centers to tackle congestion and ensure sustainable urban development.”
Responding to public queries via Facebook LIVE, Sangma reiterated the government’s commitment to strengthening higher education and upgrading school infrastructure. He highlighted ongoing investments in government schools and the establishment of 23 new “peoples’ colleges” to enhance skill development and training.

Transparency and Accountability
The Chief Minister also underscored the importance of public feedback in governance. “CM Connect is an initiative aimed at fostering transparency and accountability. I welcome criticism because it pushes us to improve governance and service delivery.”
The consultation featured a detailed budget presentation by Dr. Vijay Kumar D, Commissioner and Secretary of the Finance Department, further emphasizing the government’s commitment to inclusive and transparent financial planning.
