CAG report: ‘Favouritism’ in KHADC appointments in 2019-20

Shillong, Mar 27: Favouritism in hiring process in Khasi Hills Autonomous District Council (KHADC) has been highlighted by the Comptroller and Auditor General (CAG) of India as the former appointed eight employees in 2019-20 without following due processes.

Neither any advertisement was issued nor any examination or interview conducted in the recruitments to various posts, according to the CAG report for 2019-20, which was tabled in the House on Wednesday.

The employees appointed in violation of KHADC Service Rules, 1961, according to CAG, are: Barijied Khyllep (lower division assistant), Collin Bakhraw L Mawphlang (peon), Andrew Khongwir (plantation chowkidar), Trairistar D War and Donborlang Dkhar (assistant foresters), and Jayden Kharnonglong, Ardonald RK Nongrang and Bankerlang Suting (sectional assistants).

The appointments were made only on the basis of EC’s approval without holding any competitive examination/interview, etc.

“This has resulted in denial of opportunity to the right and genuine candidates… Non-adherence to the recruitment policy creates opportunities for favouritism in the hiring process,” it added.
