Shillong, Jan 27: The state government is examining the possibility of incorporating provisions similar to the Inner Line Permit (ILP) system in the new Immigration and Foreigners Act 2025.
Informing this, Deputy Chief Minister in-charge Home Prestone Tynsong on Tuesday said, “We are examining if in the new Immigration and Foreigners Act 2025, we can incorporate some kind of a provision to implement it just like ILP….”
Quoting chief minister Conrad K Sangma’s statement in this regard, he said, “Again, we have referred this detail of the provisions in the latest Immigration and Foreigners Act, 2025 passed by the Parliament to be again looked into by the Advocate General and team of legal experts.”
The Deputy Chief Minister, meanwhile, rejected the allegation that the state government has abandoned the Meghalaya Residents Safety and Security Act, 2016 (MRSSA).
“MRSSA is partly being implemented. We are functioning under MRSSA,” he said referring to the District Task Force (DTF) headed by the deputy commissioner in each district.
“We have already activated them as per the rules. It is there and we are making it more effective in all other districts,” he said.
“Especially in Shillong, let me tell you one thing it (MRSSA) is fully functional,” he added.
On the amendment Bill to MRSSA, Tynsong explained that the original Act lacked provisions for setting up entry-exit points, which is why the amendment Bill was referred to the Ministry of Home Affairs.
“We do implement it (MRSSA), but legally speaking, we cannot set up entry-exit points as there is no provision in the original form of the MRSSA,” he said.
For this reason, he said, the government tabled an amendment Bill in the assembly, which passed it, but the then Governor referred it to the Ministry of Home Affairs.
