CAG raises concern over pending UCs

Shillong, Mar 17: In the financial year 2023-24, Meghalaya had 1,060 outstanding utilization certificates (UCs) amounting to Rs 7,460.84 crore of which 327 UCs amounting to Rs 2,624.91 crore were cleared, according to comptroller and auditor general of India (CAG) report for the period.

The CAG report submitted in the recent budget session of the state assembly stated that the state had 733 outstanding UCs amounting to Rs 4,835.93 as of 31 March 2024.

There were 333 outstanding UCs amounting to Rs 2,261.91 and 400 outstanding UCs amounting to Rs 2,574.02 in 2023-24, the CAG said.

Altogether 122 UCs amounting to Rs 424.77 crore were submitted before due date of submission during 2023-24, it said.

The outstanding UC include 96 involving Rs 1,921.54 crore related to centrally-sponsored schemes.

The CAG observed that to the extent of non-submission of UCs, there is a risk that the amount shown in finance accounts may not have reached the beneficiaries.
