Death of home guard in Assam: Final autopsy report pending, says Ymbon

Shillong, Sept 9: Minister in-charge of Civil Defence & Home Guards Comingone Ymbon on Tuesday informed the Assembly that the final post mortem report on the death of a home guard in Assam has not been completed till date.

(L) Ribokson Dkhar Sawian was found dead while attending a training session on April 9, 2025 at the National Disaster Response Force (NDRF) training institute in Guwahati, Assam.

Replying to a call attention notice raised by VPP legislator from Mawryngkneng H Kharpran in the Assembly, Ymbon said, “On 11.08.2025, the family members requested the office of the District Training Centre Home Guards, East Khasi Hills to take up the matter with North Guwahati Police to issue a clearance certificate and to submit the same at AIIMS Guwahati for getting the final post mortem report.

Accordingly, the office has written to the officer in charge North Guwahati outpost on 22.08.2025 to issue the clearance so that the same can be submitted at AIIMS hospital, Guwahati and that the final Post Mortem may be collected by the deceased Guardsman’s families.”

“However, the District Training Centre Home Guards East Khasi Hills has been informed that the final post mortem report has not been completed till date,” he added.

The minister informed that the office of the District Training Centre Home Guards, East Khasi Hills assisted the family of the deceased Guardsman in acquiring the death Certificate as well as preliminary post mortem report. On June 18, the death certificate and post mortem report  were handed over to the family members of (L) Ribokson Dkhar Sawian.

“On receiving the death certificate of (L) Ribokson Dkhar Sawian the office of the District Training Centre Commandant, East Khasi Hills immediately processed the leave encashment amounting to 1,49,795 which was credited to his wife Smt. Evalyne Lamare on 8.07.2025,” he said.

“However, the NPS Contribution could not be credited to his wife since he had nominated his daughter who is still a minor. As per instructions received from Treasury office there are certain documents like Pan Card, Aadhar card and bank details of the minor daughter which are to be submitted to Treasury office for processing the NPS contribution and the same was communicated to the wife of (L) Ribokson Dkhar Sawian to submit the required documents at the earliest,” Ymbon added.

According to the minister, Sawian was last seen proceeding to the washroom to take a bath at around 7 pm on April 9. When he failed to return to the barracks, his colleagues initiated a search, which continued until the early hours of the next day.

Despite comprehensive efforts, Sawian’s whereabouts remained unknown until his body was found by police personnel from Gauripur Police Outpost.

A team from the District Training Centre Home Guards, East Khasi Hills, visited the Changsari Police Station and later identified Sawian’s body at GNRC Hospital. After the post-mortem, the body was handed over to the family and transported to their residence in Mawryngkneng.
