Design complete for 210 MW Myntdu Leshka Phase II project

Shillong, Feb 24: The state has made substantial progress in power generation with the total installed capacity of State Owned Generating Stations increased up to 356.5 MW, Power Minister Metbah Lyngdoh told the Assembly on Tuesday.
Highlighting the progress in the sector, the power minister said, “Since the successful commissioning of Lakroh Small Hydro Project (1.5 MW) in 2018-19 and Ganol Small Hydro Project (22.5 MW) in 2023-24, we have seen significant improvements in our power generation capabilities.”
The minister attributed the improvement in availability of generating stations from 83% to 94% in the past 7 years to concerted efforts such as preventive maintenance and checks.
“This means our stations are now available for generating at their full capacity for 94% of the time in the year,” he added.
Lyngdoh also informed about the ongoing work on the Riangdo Small Hydro Project, where capacity is being increased from 3 MW to 6 MW, with 48% progress achieved so far.
Furthermore, the detailed project report for the 210 MW Myntdu Leshka Phase II project has been completed, with an expected design energy of 591 MU.
“The Government will shortly finalize the financial linkage, including the option of Central Financial Assistance, to implement this project,” Lyngdoh said.
Highlighting the impressive performance of Meghalaya Power Transmission Corporation Limited (MePTCL), Lyngdoh said, “I am happy to inform this August House that MePTCL has maintained a very high standard in terms of Transmission System Availability.”
Since 2018-19, the line length has increased by 259.08 Ckt. Km at 220 kV level and 370.82 Ckt. Km at 132 kV level, representing growth of 114% and 38%, respectively. Transformation capacity has also seen substantial increases, with 640 MVA at 220 kV level and 300 MVA at 132 kV level.
“With these efforts, Transmission System Availability Factor has increased from 96.85% to 99.70% in the last 7 years, and Transmission Losses have come down from 5.13% to 2.53%,” Lyngdoh said, highlighting the robustness of the State Transmission Network.
Key projects completed include new substations at New Shillong, Phulbari, and Mynkre, and 138 kms of 132 kV D/C Ampati-Phulbari Line. Six existing grid substations are being augmented to meet growing power demands.
Speaking on the remarkable progress made by the distribution corporation, Lyngdoh said the MePDCL has shown tremendous improvement in terms of all parameters, serving over 7 Lakh consumers with a connected load of around 1400 MW.
In the past 7 years, MePDCL has constructed 2207.73 Ckt. Km of new HT Lines, 1254.94 Ckt. Km of new 3-phase LT Lines, and installed 2676 new Distribution Transformers, resulting in a 58% increase in LT lines, 38% increase in HT lines, and 31% increase in distribution transformers.
The minister highlighted key performance indicators: AT&C losses have improved from 37.27% in 2018-19 to 10.76% in 2024-25, collection efficiency has risen from 87% to 107%, and Technical Losses have decreased from 36.20% to 16.60%. The ACS ARR Gap has also improved from 1.18/kWh to (-) 0.30/kWh.
“Work for electrification of around 55,000 households in 2500 villages has been awarded recently, ensuring coverage of all households in the state,” Lyngdoh said, emphasizing the ongoing focus on infrastructure augmentation.
