GHADC urged to act on alleged land encroachment in Chibinang area of Garo Hills

Tura, March 30: Constitutional Rights Forum (CRF), a social organization, has submitted an urgent representation to Cherak W. Momin, In-Charge Executive Member for Inter-State Boundary Dispute Matters of the Garo Hills Autonomous District Council (GHADC), raising concerns over what it describes as a growing security and demographic crisis in the Chibinang area of West Garo Hills, that was recently in the news for clashes between tribals and non tribals.

In the letter dated March 30, the Forum alleged that tribal lands traditionally inhabited by the Garo, Hajong, and Maan communities are under increasing pressure due to illegal immigration and unauthorized settlements. It claimed that over the years, informal settlement permissions have led to a significant demographic shift, resulting in the displacement of indigenous populations in parts of Chibinang.

The CRF further warned that the area is becoming a corridor for illegal influx, posing potential risks to regional security and altering the demographic balance of the Garo Hills. It also cited reports of external elements allegedly instigating communal tensions, including incidents of harassment, destruction of property, and displacement of local residents.

To address the situation, the Forum has called on the GHADC to take immediate steps, including conducting a comprehensive land survey and census to identify legal residents and unauthorized settlers. It also urged authorities to initiate discussions with central ministries for the establishment of security infrastructure, such as an army base camp or paramilitary outpost, in strategically important areas.

Among other recommendations, the CRF proposed stricter enforcement of land transfer regulations, a phased eviction drive targeting illegal encroachments, and an investigation into informal or illegal land transactions that may violate existing laws.

The Forum emphasized the need for coordinated efforts between state and central authorities to enhance monitoring and prevent further demographic changes in the region.
