Under the scheme, district-level committees will be created in every district. The committee to be headed by a district magistrate and with members from administration will take decisions on the basis of the level of threats and the kind of protection required to be given to the witness.

The protection could in the form of security, anonymity, or being able to give witness on camera, the chief minister said.
