Govt to empower traditional bodies in building townships  

Ordinance to facilitate new Town and Country Planning Scheme  

Shillong, Jan 15: Traditional bodies of the state will now have a say in development activities to take place in new township areas.

The new Town and Country Planning Scheme will bring in all stakeholders, including local traditional bodies, rangbah shnongs, nokmas, raijs, elakas, etc., under one roof for better coordination in implementation of town and country side planning, chief minister Conrad K Sangma said after a cabinet meeting here on Wednesday.

He said the scheme will also bring on board the autonomous district councils (ADCs), the public and various departments related to the development programmes required for the particular region.

“And obviously, if only one stakeholder does not agree to a particular plan, then that plan does not move forward,” he maintained.

The government will table an ordinance to amend Meghalaya Town and Country Planning Act for facilitation of the new scheme that allows coordination in town and country side planning.

The building bye-laws will have to be amended as well for introduction of the scheme.

Admitting lack of coordination in carrying out development activities in beyond the town areas, he cited 290-sq km Shillong master plan area where different stakeholders are “developing the areas as per their own desires and as per their own plans”.

This has led to “more of an unplanned growth of the new country side areas and the new town areas”, he said while underlining introduction of the new scheme.

The Town and Country Planning Scheme Stating will allow a platform for a more coordinated effort towards town and country planning, Sangma said.
