KHADC delegation thanks governor for giving assent to 6 Bills  

Registration of tenants to help tackle drug menace: KHADC

Shillong, Oct 31: With Khasi Hills Autonomous District (Administration of Elaka) (Amendment) Bill, 2023 becoming an Act, which mandates a tenant to register with respective dorbar shnong, it will significantly aid in village administration under various himas/elakas, said KHADC chief Pyniaid Sing Syiem on Wednesday. The Act would also facilitate recognition of women and youth organisations within the village dorbar.

Pointing out that under KHADC jurisdiction there are 54 himas/elakas that include 3,000 villages, Syiem said recognition of the women and youth organisations would help the dorbar shnong ensure safety and security in the village and address the burning issue of drug menace.

Syiem led a delegation of Khasi Hills Autonomous District Council (KHADC) to meet governor CH Vijayashankar to express their appreciation for giving assent to six important Bills passed by the Council.

“We have expressed our thankfulness to the governor for granting his assent to these very important Bills,” Syiem told reporters after meeting the governor at Raj Bhavan.

Meanwhile, the mandatory registration of tenants would provide information about the people coming to stay in a particular area. 

“This will to a larger extent help address the drug menace better,” Syiem said.

On KHAD (Regulation and Administration of Land) Rules, 2023, one of the six Bills assented by the governor, Syiem said this would empower the tribal people by strengthening their land rights.

“People can now register their land with the Council without having to go to the sub-registrar in DC office,” he said.

The registration fee with KHADC is nominal compared to fees paid to sub registrar in DC office.

“In sub-registrar office, it may cost you lakhs of rupees to register a small plot of land in Shillong. This will not be the case with the KHADC,” he said.

“Also, all financial institutions in Meghalaya have to recognize the land documents issued by the KHADC,” he added.

The other KHADC Bills assented by the governor are – KHAD (Nomination and Election of the Lyngdoh, Myntri, Lyngdoh Raid and Sordar Shnong and Administration of Sohiong Lyngdohship, 2023; United Khasi-Jaintia Hills District Fishery (Amendment) Bill, 2023; KHAD (Khasi Social Custom of Lineage) (Amendment) Bill, 2023; and KHAD (Trading by Non-Tribals) (Amendment) Rules, 2023.
