Shillong, Jan 10: The CAG revelation of mass anomalies in job recruitment in Khasi Hills Autonomous District Council (KHADC) a few years ago might finally lead to a transparent recruitment policy.
The KHADC has decided to soon sign a memorandum of understanding (MoU) with Centre for Research in Schemes and Policies (CRISP) for streamlining the job recruitment process in the Council.
The decision to sign the MoU with CRISP, a regognised institution, was in line with the recommendation of Comptroller and Auditor General of India (CAG) to come up with a transparent recruitment policy, said KHADC chief Pyniaid Sing Syiem on Thursday.
The CAG reports for 2018-19 tabled in the recent winter session of the Council highlighted irregularities in job recruitment carried out without issuing advertisements and conducting examinations/interviews.
Syiem said previous executive committees (ECs) tried to frame a recruitment policy but it’s yet to be implemented.
“However, the present EC has taken initiative to work with the state government and accordingly now we will sign MoU with CRISP to assist the KHADC in formulating various rules and regulations especially in framing its own recruitment policy,” he said while assuring that his EC will find out ways and means to improve the functioning of the district council in the coming years.
The CAG in its 2018-19 report recommended the KHADC to cancel appointment of 82 employees due to non-adherence to recruitment policy that created “opportunities for favouritism in the hiring process”.
“These 82 vacancies were never advertised. The appointments were made only on the basis of EC’s approval without holding any competitive examination/interview etc,” the CAG report said adding that the KHADC had incurred an expenditure of ₹1.06 crore during 2017-19 on the pay and allowances of these appointees.
