New assembly building may be ready in 8 months: Speaker  

‘Govt committed to timely completion as well as quality and standard in construction’  

Shillong, June 13: The state government is taking steps for completion of the new assembly building at Mawdiangdiang on time, but it is equally committed to maintaining the quality and standard of construction, Assembly Speaker Thomas A Sangma told reporters after holding a high-level review meeting with chief minister Conrad Sangma and senior officials from various departments on Friday.

“This was a review meeting to assess the ongoing work. We have taken steps to ensure completion within the scheduled time frame, but we are equally committed to maintaining the quality and standard of construction. We cannot afford to rush and compromise,” he said.

Deputy chief minister in-charge Parliamentary Affairs and PWD (Buildings) Prestone Tynsong, deputy chief minister in-charge Urban Affairs Sniawbhalang Dhar, chief secretary DP Wahlang, commissioner & secretary, Finance & Planning, Dr Vijay kumar D were among others present at the review meeting.

The meeting focused on evaluating current progress, identifying challenges, and strategising coordinated efforts to ensure the timely completion of the iconic legislative complex.

Highlighting the complexity of the project, the Speaker said, “The Assembly building is not a straightforward construction project. With multiple systems, including security, audio-visual, acoustics, interiors, and carpeting involved, we cannot rely on a single vendor. Various vendors must work in tandem, and we’ve agreed that they must coordinate and supplement each other throughout.”

Asked about the timeline, the Speaker said the team is working within the planned schedule but acknowledged potential uncertainties, saying, “We are still on track, but unexpected factors may arise. We’re particularly careful about security and acoustics.”

Citing an example of challenges, he said, “A brief shower today revealed roof noise issues, which we are determined to resolve. We’re also bringing on board more subject experts to address these challenges effectively.”

However, he said vendors had been instructed to operate on a three-shift basis to expedite work without compromising standards.

“Still, designers and contractors estimate they may need six to eight more months to finish,” he said.

On the project costs, he assured that the sanctioned budget has not been escalated yet.

“While additional spending can’t be ruled out, we’re striving to stay within the original estimates,” he said.

He reaffirmed the Assembly Secretariat’s commitment to ensuring that the new building meets the highest standards of safety, functionality, and design integration.
