New parking rules in city from August 1

Shillong, July 7: Come August 1 and Shillong city will experience a new system of parking under a comprehensive parking policy being introduced by East Khasi Hills district administration.

Designated parking, disembarkment, and “No Parking” zones are among key features of the new parking system to be implemented across seven key traffic divisions –Sadar, Madanrting, Laban, Mawlai, Rynjah, Lumdiengiri, and Laitumkhrah.

For parking, Urban Affairs department has fixed hourly rates – Rs 20 for two-wheelers & Rs 40 for four-wheelers in commercial zones and Rs 15 for two-wheelers & Rs 30 for four-wheelers in residential or quieter areas.

In Laban zone, parallel parking for four-wheelers will be available at Madan Laban, Rilbong, Lumparing, and Raid Laban. Taxi and private vehicle bays are set aside on Howell and Red Cross Roads. Oxford Hill Road (from Lumshatsngi to New Kench Trace) shall have five parking sections and accommodate a total of 43 vehicles.

In Madanrting and Nongkhyriem zone, structured parking has been introduced at Iew Madanrting Junction and parts of Block E and F. Taxis and private cars can park near KFC Nongrimmaw, St Xavier School, and Dum Dum Road.

In Mawlai zone, roads such as Nongkwar, Nongpdeng, Mawroh, and Umjapung will follow one-sided parking rules. Designated drop-off and parking zones have been established near SEMC and Seng Khasi Colleges, schools, and Dorbar Halls.

In Sadar and Lumdiengiri zone, numerous roads near Pine Mount School, Red Cross Road, and Boucher Road have been reorganised. Notably, Boucher Road (from the Cantonment Board Bus Shed to Nethralaya) now accommodates 220 cars, making it one of the largest parking zones in the city.

Smart Road Corridor will be introduced near Meghalaya PSC and Passport Seva Kendra where over 45 vehicles can park. Additional two-wheeler space is provided opposite All Saints’ HSS, and a taxi stand has been established near the Syndicate Bus Stand.

In Secretariat Zone, government offices including the AG Office, BSNL, and DTO will have regulated parking slots — some reserved exclusively for vehicles with official stickers. Slot capacities range from 9 to 30 vehicles.

Regulating parking in tourist hotspots as per the new system, up to 35 vehicles can park near Gaffar Café and MPRO Office in Golf Link, up to 70 vehicles can park near Balika Hindi Vidyalaya School on Keating Road, and up to 40 vehicles can park near CM’s Bungalow in New Polo, along with a dedicated taxi zone near Hotel Pegasus Crown.

In Laitumkhrah and Lumdenghim, organised parking zones have been created near Don Bosco Hall, St. Anthony’s College, and local markets. The Lumdenghim sector now includes vehicle slots near Pony Trotting grounds and Fallen Bazar, encompassing tourist, private, and commercial usage.

In Nongmensong, Umpling and Rynjah, new slots service areas have been marked around Holy Cross School, Teklup Hardware, and Manav Ashram comprising room for 56 two-wheelers and 41 four-wheelers. Meanwhile, Them Rynjah can accommodate 37 four-wheelers and 18 two-wheelers.

Some areas have been defined as “No Parking” by default such as any area not mentioned in the official notification will automatically be designated a “No Parking Zone,” with enforcement, especially under Mawlai Town Dorbar’s jurisdiction.

The signage and road markings of the new parking system will be installed shortly, and an updated parking map is now available on the East Khasi Hills district website.

The deputy commissioner has urged compliance with the new regulations, adopted under the Shillong Urban Mobility Policy aimed at streamlining travel for residents, visitors, and transport operators alike.
