Shillong, July 13: The real change in government work culture will come from setting targets, monitoring progress and fixing accountability, not from issuing deadlines, Chief Minister Conrad K Sangma said on Monday.
He was speaking on the sidelines of the national conference on ‘NextGen Administrative and E-Gov Reforms’ inaugurated by Union MoS Dr Jitendra Singh in Shillong.
To a query on improving work culture, he said, “Culture takes time to rejuvenate, to improve – things will take time. But I think it is a very positive step and they should meet more often like this.”
Underlining the role of systems over instructions, “What is important is to set systems that target, set a way of monitoring, reporting systems in place.”
“Once these are in place, culture itself starts to evolve because people have to finish within timelines and there is a reporting system,” he said.
“Telling somebody you have to come in five-ten days doesn’t work. Giving people targets and achieving those targets and making them accountable I think is the right move forward. That is what we are trying to do in Meghalaya and we are seeing changes,” he added.
The Chief Minister also thanked Dr Singh for choosing Shillong to host the conference and expressed hope for “very positive output”.
