Six amendment Bills to be tabled in House

Shillong, Feb 28: Six amendment Bills will be tabled in the upcoming budget session of the assembly starting Friday.

Among them is Meghalaya Fiscal Responsibility and Budget Management Act by which fiscal deficit was allowed to be brought up to 3.5%.

“This was brought up earlier during 15th Finance Commission… This is throughout the country as per the Government of India and Reserve Bank norms,” said chief minister Conrad K Sangma after a cabinet meeting on Wednesday.

On augmentation of the state corpus from ₹500 crore to ₹1005 crore, he said budget provisions under the current corpus is limited, and need to be enhanced.

“The cash is available with us but in order to spend it, we need the budget provision, he said, adding, “This is being created because we have received additional funds from taxes and different funds.”

On the government decision to amend the Meghalaya Police Act, the chief minister said, a Supreme Court ruling on minimum two-year service term in a position need to be incorporated in the Police Act of 2010.

Meghalaya Goods and Services Tax Amendment Bill 2025 was approved in line with the decision of the GST Council and Water Prevention and Control of Pollution Amendment Act is also in line with the central Act.

The cabinet also gave its nod to Meghalaya Registration of Birth and Death Amendment Rules to incorporate provisions of the Central Government.

Another amendment approved by the cabinet is Meghalaya State Investment Promotion and Facilitation Bill 2025.

“Amendments are being done to eliminate inconsistencies in names, dates, and addresses. It is nothing but streamlining the administrative part of the registration process,” the chief minister said.
