State inks landmark pact with Japan for job creation  

MoU outcome of CM Conrad’s visit to Japan in April 2025: Govt  

Shillong, Sep 5: In a landmark step to create job opportunities for Meghalaya’s youth across the globe, the Meghalaya State Skill Development Society (MSSDS) signed a Memorandum of Understanding (MoU) with Japan based Asean One Co Ltd at Tokyo on Friday.

Significantly, the MoU is an outcome of Chief Minister Conrad K Sangma’s visit to Japan in April 2025 when he envisioned creation of international career opportunities for the youth of Meghalaya.

“This milestone agreement reflects a shared commitment by the Government of Meghalaya and Asean One Japan to create structured, sustainable steps for global employment,” stated an official release.

It also described the MoU a step towards empowering youth, and strengthening India-Japan cooperation in the field of skill development and mobility.

According to the statement, the Chief Minister initiated discussions that have now culminated in this agreement, which is “guided by his commitment to equip young people with globally relevant skills and to enhance the state’s engagement with advanced economies”.

The partnership focuses on building pathways in healthcare, caregiving, hospitality, IT, and other sectors aligned with Japan’s workforce needs, while also providing Japanese language and cultural integration training, it said.

The MoU will support training and overseas placement of Meghalaya’s youth, starting with 500 candidates in the first year and scaling up to 5,000 in the next five years.

“This MoU is not just an agreement — it is a gateway for our young people to access international careers while deepening the cultural and economic ties between Meghalaya and Japan,” state’s Labour, Employment & Skill Development minister Shakliar Warjri said while speaking at Indian Embassy in Tokyo.

Asean One Japan, led by its Chairman and CEO Toshiaki Nishikawa, has been actively engaged in building workforce mobility solutions between India and Japan, according to the statement.

Nishikawa also met with Prime Minister Narendra Modi during the 15th India–Japan Annual Summit held in Tokyo on 29–30 August 2025, underscoring the alignment of this initiative with the Hon’ble Prime Minister’s vision of making India a Global Skill Hub.
