Scam alleged in GHADC staff’s salary payment

Shillong, Sept 2: GHADC member Bernard N Marak has alleged misuse of funds meant for employees’ salary by previous Executive Committees and expressed resentment over “non-implementation” of ANVC Agreement during the past 10 years.  

Lending his support to the employees of Garo Hills Autonomous District Council (GHADC) in their demand for 5th Pay Commission, the MDC alleged that the then NPP CEM of GHADC in 2018 issued a notice to endorse the Fifth Meghalaya Pay Commission.

Through the notification, all departments were directed to prepare pay and allowances of officers and staff starting April, 2018, but it was not honoured by the other ECs, Sangma said in a memorandum to chief minister Conrad Sangma.

“From 2018 till today, the budgets are prepared and passed in 5th Pay Commission scale, but the employees continued to receive payment under 4th Pay Commission,” he alleged. 

“It looks like there is a serious anomaly for which I insist that you take the matter seriously,” he said.

Meanwhile, Marak also alleged that the EC had diverted Rs 53 crore from Centre funds to pay salaries of GHADC employees, but it was never paid to the employees.

“Even 40% of the amounts sanctioned for projects disappeared from the Council account without payment being made to the contractors,” he said demanding a high-level inquiry into the issues.  

He also lamented that signatories of disbanded outfit ANVC-B – Marak was the leader of the outfit – were nor kept in the monitoring committee by the State Government in spite of it being agreed in earlier meetings. 

He urged the chief minister to take the ANVC groups agreement signed in 2014 seriously and review implementation of the agreed texts.
