Governor assures to clear Khasi lineage amendment Bill 

Shillong, Sept 27: The Khasi Hills Autonomous District Council (KHADC) today requested Governor CH Vijayashankar to accord assent to seven pending Bills, which were passed by the council last year. 

The Bills that require the governor’s nod are – KHAD (Administration of Elaka) Amendment Bill, 2023,  KHAD (Khasi Social Custom of Lineage) Amendment Bill 2023, KHAD (Regulation and Administration of Land) Rules, 2023, KHAD (Regulation and Administration of Land) Amendment Bill, 2024, KHAD (Fisheries Amendment) Bill, 2023, Regulation of Trading by Non-Tribal Amendment Rules, 2023 and KHAD (Autonomous Districts Nomination and Election of Lyngdoh and Myntri, Lyngdoh Raid and Sordar Shnong Administration of Sohiong Lyngdohship) 2023.

KHADC Chief Pyniad Sing Syiem said, “Of the seven pending Bills, two were very important. KHAD (Administration of Elaka) Amendment Bill, 2023 aims to empower and give recognition to the functioning of local youth and women organisations in the village level and the KHAD (Khasi Social Custom of Lineage) Amendment Bill 2023, seeks to register and streamline the clan administration in the region.” 

Informing that there are over 3000 clans in Khasi Hills, Syiem said, “The clans are not recognised by law. According to the Bill, there should be only one clan elder to be recognised by the KHADC.”

“The governor has assured to give his immediate assent especially to these two important Bills,” he added. 

Syiem also informed that the regulation and administration of land rules were crucial to implement the Land Act, 2021, which will register and protect tribal land in Khasi Hills region.
