
Guwahati, June 15: Assam Governor Lakshman Prasad Acharya on Sunday launched Mission Bwiswmuthi 2.0 in Baksa district, marking a major push to secure land rights for marginalized communities in the Bodoland Territorial Region (BTR).

The launch event, held at the Integrated Textile Park in Kharujhar, also included the ceremonial distribution of land allotment certificates to beneficiaries.
Calling land “more than an asset—it’s identity, dignity, and livelihood,” Governor Acharya praised the initiative as a transformative move toward social empowerment, economic uplift, and legal land security for small tea growers, rubber cultivators, and landless families across BTR.

Acharya credited the 2020 Bodo Peace Accord, led by Prime Minister Narendra Modi, as the turning point for BTR. He said the prevailing peace has opened the door for large-scale development and bold governance reforms.
Mission Bwiswmuthi 1.0 saw over 1.88 lakh applications for land-related services, with more than 1.61 lakh successfully processed. Under the Forest Rights Act, 32,798 individual land titles and 1,161 community titles have been granted.
26,775 families have already been given land rights under the amended Sixth Schedule and the Land Regulation Act of 1886. Land services have reached over 3.23 lakh beneficiaries so far. Surveys completed in 36 previously unsurveyed villages, ending decades of uncertainty for thousands.
Nearly 8,000 small tea growers cultivating over 2,239 hectares will directly benefit from the new phase of the mission. Governor Acharya highlighted how better land access would boost productivity and help reshape the regional economy.
He also underscored modernization efforts in land governance, including the creation of digital record systems, GIS labs, a central record room, and improved transparency through online integration. These digital tools have helped reduce land disputes, improve efficiency, and build public trust.
“With initiatives like Mission Bwiswmuthi 2.0, BTR is becoming a model of inclusive land governance among Sixth Schedule areas,” Acharya said. “It aligns with the national goal of Viksit Bharat 2047—a peaceful, smart, and green India.”
The launch was attended by several top dignitaries, including Handloom and Textile Minister U. G. Brahma, BTR Chief Executive Member Pramod Boro, BTC Legislative Speaker Katiram Boro, Deputy CEM Gobinda Chandra Basumatary, Executive Members, and senior district officials.

Earlier in the day, Governor Acharya also planted a sapling under the Green Bodoland Mission, signalling the administration’s broader commitment to sustainable development alongside governance reforms.
