SIR 2026: Over 99% EF distribution complete

Shillong, July 27: Reflecting a smooth conduct of the first phase of Special Intensive Revision (SIR) in Meghalaya, 99.14% of Enumeration Forms have been distributed and 88.45% of them already digitised in the state as of Sunday. 

Informing this, the state Chief Electoral Officer said the state’s current elector base stands at 23,49,645.

Acknowledging that form distribution has seen near-universal coverage, officials flagged that 2,07,300 electors, or 8.82%, are yet to be mapped and will need to be addressed before the draft roll is published. 

The verification exercise has also identified 1,05,280 cases under the ASDD category — Absent, Shifted, Death and Duplicate.

Deaths form the bulk of these at 59,917, followed by 27,048 electors marked as shifted, 13,241 as absent, 4,196 as duplicate entries, and 878 who refused to submit the form. 

District-wise data shows strong performance in form distribution, with West Jaintia Hills, East Garo Hills, West Garo Hills, South Garo Hills and South West Khasi Hills reporting 100% coverage.

On digitization, Eastern West Khasi Hills leads with 97.23%, followed by West Khasi Hills at 97.65% and South West Garo Hills at 95.04%. 

Ri-Bhoi emerged with the highest proportion of unmapped electors at 23.23%, while South West Khasi Hills and East Khasi Hills also recorded double-digit figures at 13.72% and 10.84% respectively.

East Khasi Hills, the state’s most populous district with 6.32 lakh electors, accounted for the highest number of ASDD cases at 30,910, including nearly 18,800 deaths. 

With the draft electoral roll scheduled for publication on August 5, 2026, the CEO has urged all electors to submit their filled Enumeration Forms within the deadline to ensure inclusion.

Forms can be handed to Booth Level Officers, submitted online through the ECINET App, or uploaded on the Voters’ Service Portal.  “Your participation is our strength for an accurate, inclusive and future-ready electoral roll,” the CEO said in its reminder to voters across the state.
