‘Vending zone’ at upper floor of MUDA building, rest ‘no vending zone’
Shillong, June 21: In a bold move towards decongesting Khyndailad, the heart of the city, the state government has decided to impose “no vending zone” in the area while dedicating the upper floor of MUDA parking lot as “vending zone” with effect from July 22.
A notification in this regard was issued based on the recommendation of the Town Vending Committee, which was constituted comprising all stakeholders to resolve the vexed issue.
However, the decision to declare the rest of Khyndailad area as “no vending zone” apart from the upper floor of Meghalaya Urban Development Authority (MUDA), was incorporated in a modified notification issued on Saturday.
All street vendors, who were issued Certification of Vending (COVs) from June 2 to 19, have been asked to relocate to the notified vending zones with effect from July 22.

“As per provisions of the Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme 2023, all street vendors in possession of valid COVs are hereby directed to relocate to the notified vending zones (as specified in their respective COV) with effect from July 22, 2025,” stated the notification issued by the chairperson of Town Vending Committee & Chief Executive Officer (CEO), Shillong Municipal Board.
“…as per government’s notification dated May 26, 2025 the remaining parts of Khyndailad area has been notified as a no vending zone,” stated the notice issued to all street vendors in Khyndailad area.
Meanwhile, vendors without a valid COV have to vacate the space within next three days.
“Persons without possessing a valid COV and who vend or sell their goods along the road in Khyndailad area are requested to forthwith vacate the spaces in their occupation with immediate effect and not later than 3 days from the date of publication of this notice,” it said.
Earlier, the Town Vending Committee issued the COVs to eligible street vendors from June 2 to 19 as per the norms, according to the notice.
Tourism minister Paul Lyngdoh had mentioned from time to time that over 200 hawkers and street vendors would be rehabilitated in Khyndailad area.
According to him, the decision was taken in line with the government’s endeavour to make Khyndailad a pedestrian zone and a musical hub to attract and welcome tourists and visitors to Shillong.
