Shillong, Sept 18: In order to allay apprehension and clear confusion about a recent government notification on filling up State Pay Scale vacancies through the Structured Pay Framework (SPF), the state government has withdrawn the notification issued on August 12.
“The Governor of Meghalaya is pleased to order that Notification…dated 12th August 2026 shall stand withdrawn with immediate effect,” according to a fresh notification issued by the government on Thursday.
The earlier order permitted filling up of vacancies under the State Pay Scale through SPF up to FY 2027-28, following Finance department’s approval to the additional financial commitment arising out of implementation of SPF.
The government, in the latest notification, admitted that the earlier order had “resulted in certain apprehensions and confusion among Government teachers, Deficit teachers, and aspiring candidates regarding the status of sanctioned Government and Deficit teacher posts and the future of the existing Deficit System and Government Pay Scale.”
Issuing a clarification, the Education department said the notification does not mean that “the existing Deficit System is being replaced by the Structured Pay Framework” or that “any sanctioned Deficit teacher post or Government teacher post is being abolished, surrendered or substituted by an SPF post.”
It also clarified that “the existing service conditions, pay arrangements or status of teachers already appointed under the Deficit System or Government Pay Scale are being altered by virtue of the said Notification.”
Explaining the intent, the government said the temporary arrangement was to “enable the department, during the interim period, to meet immediate teaching requirements by deploying/deputing eligible teachers under the Structured Pay Framework through the State Education Mission Authority of Meghalaya (SEMAM) against available teaching requirements in Government Schools, while keeping the corresponding sanctioned Government posts intact.”
The department asserted that the government “remains committed to maintaining the sanctioned strength of teaching posts.”
The notification further states, “The withdrawal of the aforesaid Notification shall not be construed as abolition, surrender, conversion or replacement of any sanctioned Government teacher post or sanctioned Deficit teacher post.”
“The temporary deployment of teachers under the Structured Pay Framework, wherever undertaken pursuant to the policy of the Government, shall likewise not affect the status of the sanctioned posts against which such deployment is made,” it added.
