Urea plant, MSME boost, tax exemptions & infrastructure push to propel state’s growth
Guwahati, Feb 1: Assam Chief Minister Himanta Biswa Sarma has hailed the Viksit Bharat Budget 2025, calling it a transformative blueprint that will fuel Assam’s economic trajectory, empower entrepreneurs, uplift farmers, and benefit the middle class.
Sarma highlighted seven key takeaways from the Union Budget that will have a profound impact on the state’s development.
Sarma emphasized that the announcement of a 12 lakh MT urea factory in Namrup will be a milestone for Assam, second only to the Jagiroad semiconductor plant in terms of significance. The ₹10,000 crore investment will help Assam leverage its natural gas resources for fertilizer production, reducing India’s dependence on imports. “This plant will not only boost agricultural self-sufficiency but also generate jobs and enhance Assam’s export potential,” he stated.
The budget’s ₹1.5 lakh crore allocation in 50-year interest-free loans for state infrastructure development, along with an enhanced devolution of ₹44,494 crore, will fast-track ongoing welfare initiatives in Assam.
Sarma lauded the budget’s support for micro-enterprises, calling it a bold step in positioning MSMEs as the backbone of India’s economy. He noted that the policy aligns with Assam’s own CM Atmanirbhar Asom Abhijan and Mahila Udyamita Asoni.
The budget proposed for ₹5 lakh to ₹2 crore financial aid for first-time women, SC, and ST entrepreneurs, enhanced credit guarantee coverage & dedicated credit card for micro-enterprises and Gramin Credit Score framework to support over 30 lakh women in Assam’s SHG network.
The income tax exemption limit raised to ₹12 lakh will put more money in the hands of the middle class, boosting household savings and economic activity in Assam, Sarma noted.
The budget’s provision to add 75,000 new MBBS seats over the next five years aligns with Assam’s ambitious plan to establish 24 new medical colleges by 2030, significantly expanding healthcare access.
The Union Budget also increased NDRF funding to ₹12,048 crore and NDMF to ₹3,102 crore—a major boost for disaster-prone Assam, NEEPCO allocation raised from ₹1,387 crore to ₹2,300 crore, enhancing energy security and supporting Assam’s industrial ambitions.
Sarma also welcomed the budget’s vision to harness India’s demographic dividend through new skill development programs, digitalization of Indian languages and expansion of Atal Tinkering Labs.
With a historic ₹15.5 lakh crore capital expenditure provision, the ₹50 lakh crore Union Budget is designed to accelerate India’s growth with an inclusive development model. Sarma concluded, “This budget paves the way for Assam’s progress, ensuring we play a vital role in building a Viksit Bharat.”
