KHNAM slams KHADC over AD rule 128

Shillong, June 17: The Khun Hynniewtrep National Awakening Movement has launched a sharp attack on the Khasi Hills Autonomous District Council for failing to amend AD Rule 128, calling the delay since 2016 a failure of successive executive committees.

In a statement Wednesday, KHNAM working president Thomas Passah said the party submitted representations to the KHADC CEM in April 2025 and followed up with the new CEM, but Rule 128 has still not been prioritised.

He expressed disappointment that developments in Garo Hills did not prompt KHADC to act.

Passah said KHNAM expected the amendment to be taken up in the ongoing session. Instead, KHADC constituted a committee to review the entire AD Rules, a move he termed “time consuming”.

The party argued that amending Rule 128 first would be simpler and faster, with the committee later handling other aspects of the Rules.

According to KHNAM, moving the amendment now would allow the State Government and the Governor to prioritise assent.

Issuing a warning, Passah said future delays could create complications if the Governor changes.

“The responsibility will be of the present EC of the KHADC who chose to hold back and delay when the time was right,” he stated.

KHNAM maintained that Rule 128 has been pending with KHADC since 2016 and urged the Council to act immediately rather than wait for a full review of the AD Rules.
